1. To establish a decentralized castor processing network with five mechanical extraction centers across five sub regions of Acholi, Lango, Karamoja, Teso and West Nile, connected to a central refining hub in Lira City for final purification, quality certification, and market distribution - maximizing local value addition while achieving economies of scale.
